Governor Healey Files $2.15 Billion Supplemental Budget, Closing out Fiscal Year 2023

On Wednesday, Governor Maura Healey filed a $2.15 billion supplemental budget that closes the books for Fiscal Year 2023 (FY23), addresses a tax revenue shortfall that was announced by the Department of Revenue (DOR) in August, and more. Yesterday, the Massachusetts House of Representatives sent the supplemental budget to the Committee on Ways and Means where it will be deliberated.

Massachusetts Tax Relief

The Massachusetts Legislature is back from its August recess and committee hearings have resumed, as have conversations as to whether, or not, the Legislature will take up the tax relief before the end of the calendar year.

Multiple business groups in recent weeks have renewed calls on the Legislature to pass tax relief. Earlier this week the Massachusetts Taxpayers Foundation published a report urging the Legislature to act on tax relief, outlining that the bill in conference is affordable and that it is overdue. To read the MTF report, click here. Please note, the Association remains neutral with regard to the tax relief legislation.

As noted last week, the Association is monitoring several pieces of legislation that will be heard at upcoming committee hearings over the course of the next few months. We will keep you posted on our testimony, feedback and any developments related to the bills we monitor.
