Program Overview
With various regulators commenting on crypto almost daily, the term “defi” showing up everywhere, and the recent deep selloff, what is a banker to make of crypto? How vulnerable are traditional banks to significant disruption? Does crypto present new and exciting opportunities?
Steve Barra, IT Advisory Senior, and Matt McDonald, Senior Manager are two of Wolf & Company’s leading subject matter experts on cryptocurrencies and decentralized finance. They will review where cryptocurrencies fit into the broader fintech industry, highlight risks and opportunities that your bank may consider, and what every bank should be systematically doing right now. We will also be joined by Dan Hartman of Nutter, McClennen and Fish, LLP to discuss the new GENIUS Act.
What You Will Learn
- Overview of the GENIUS Act. We will define “payment stablecoins,” identify eligible issuers, outline issuer requirements, and clarify federal and state oversight.
- Comparing Traditional Deposits vs. Stablecoins. There are a number of advantages that traditional bank deposits will continue to have over payment stablecoins, such as their connection to the existing payment framework, fraud protection, FDIC insurance, and ability to pay interest. We will compare those advantages with stablecoin’s strengths, such as cross-border efficiency and programmability.
- Opportunities for Banks. Whether a bank decides to issue it’s own stablecoin or not, we will go over opportunities for banks to engage with an emerging industry, such as custodial roles, holding reserves, and positioning as innovation leaders in payments and public policy.
- What’s next. We’ll go over what banks should be paying attention to over the next 18 months, including forthcoming agency rulemakings and state agency actions to implement the GENIUS Act and address other digital and crypto asset policy issues.

<p>Dan Hartman is an of counsel in Nutter’s Corporate Department and a member of the firm’s Banking and Financial Services group, where he focuses on representing banks, bank holding companies, and other financial institutions in regulatory, transactional, supervisory, and enforcement matters. Dan relies on his experience as counsel at the Federal Reserve Bank of Boston where he advised on matters involving bank mergers and bank and holding company activities, formal and informal supervisory enforcement actions and appeals, discount window access and emergency lending programs, and Federal Reserve master account requests. While at the Fed, Dan also represented the Reserve Bank in multiple investigations and audits, including before Congress, various inspectors general including the Special Inspector General for Pandemic Recovery (SIGPR), the Securities and Exchange Commission (SEC), and the Department of Justice (DOJ), in addition to internal investigations.</p>
