The Connecticut; Maine; Massachusetts; New Hampshire; Rhode Island and Vermont Bankers Associations are proud to announce “Outlook 26”, the inaugural New England Economic Forum, a premier gathering of bank leaders and their most valued commercial clients. Bankers from New England are cordially invited to join us for a high-impact program that will deliver the insights bank executives need to prepare for the opportunities and challenges ahead in 2026.

Anirban Basu
<p>Anirban Basu is the Chairman and CEO of Sage Policy Group, an economic and policy consulting firm headquartered in Baltimore, Maryland with an office in Orlando, Florida. </p><p>In 2014, Maryland Governor Larry Hogan appointed him Chair of the Maryland Economic Development Commission (2014-2021). He serves as Chairman of the Baltimore County Economic Advisory Committee. He also serves the chief economist function for Associated Builders and Contractors, the Construction Financial Management Association, the Modular Building Institute, the Maryland Bankers Association, the International Food Distributors Association, and several others.</p><p>In 2007, 2016, and 2022, the Daily Record newspaper selected Dr. Basu as one of Maryland’s 50 most influential people. The Baltimore Business Journal named him one of the region’s 20 most powerful business leaders in 2010.</p><p>Dr. Basu is currently on the boards of the University of Maryland School of Law, St. Mary’s College, the University of Maryland Medical Center, the University System of Maryland Foundation, the Lyric Opera House, the B&O Railroad Museum, and the Center Club. He is also on Truist Bank’s advisory board.</p><p>Dr. Basu earned his B.S. in Foreign Service at Georgetown University. He earned his Master’s in Public Policy from Harvard University’s John F. Kennedy School of Government, and his Master’s in Economics from the University of Maryland, College Park. He acquired his Juris Doctor at the University of Maryland School of Law. He completed his doctoral work at UMBC with a concentration in health economics.</p><p>He has lectured at several universities, including Johns Hopkins University and Goucher College.</p>

Joyce Chang
<p>Joyce Chang is the Chair of Global Research for J.P. Morgan’s Commercial and Investment Bank, with 36 years of experience in Global Research. Her expertise spans Macro, Cross-Asset, Fixed Income, Emerging Markets, Geopolitical, and Strategic Research. She has held numerous leadership positions in research since joining JPMorgan in 1999, including Global Head of Research, Global Head of Fixed Income Research and Global Head of Emerging Markets Research. Joyce began her career as an Emerging Markets Strategist in 1989 and held top rankings in Institutional Investor surveys for Emerging Markets Research, earning 25 #1 individual rankings, and was inducted into the Fixed Income Analyst Society Hall of Fame in 2014. Before joining J.P. Morgan Chase in 1999, she was a Managing Director at Merrill Lynch and Salomon Brothers.</p><p>Joyce is the Executive Sponsor for J.P. Morgan Chase’s AsPIRE network for employees of Asian heritage. She serves on the Board of Directors for the German Marshall Fund, Fixed Income Analyst Society, Asian American Business Development Center, and Trickle Up. Additionally, she serves on numerous Board of Visitors and External Advisory Councils for major universities, including Columbia, Princeton, Georgetown, and UC Berkeley. Joyce is a member of the Council on Foreign Relations, Inter-American Dialogue, Economic Club of New York and Committee of 100. Michelle Bowman
<p>Michelle W. Bowman has been serving as a member of the Board of Governors of the Federal Reserve System since November 26, 2018. Initially appointed to fill the remainder of an unexpired term, she was reappointed for a full 14-year term that ends on January 31, 2034. On June 9, 2025, Bowman was sworn in as the third Vice Chair for Supervision and is responsible for overseeing the supervision and regulation of depository institution holding companies and other financial firms supervised by the Board.</p><p>As the only member of the Board with banking and state supervisory experience, she chairs the Board's Subcommittee on Smaller and Regional Community Banking, and serves on the Board's Payments, Clearing, and Settlement Committee.</p><p>In addition to her work at the Board, Bowman chairs the Federal Financial Institutions Examination Council, an interagency body tasked with promoting consistency in financial examinations. Her international roles include serving on the Governors and Heads of Supervision group of the Basel Committee on Banking Supervision and as the U.S. Plenary member of the Financial Stability Board (FSB), where she chairs the FSB's Standing Committee on Supervisory and Regulatory Cooperation. She is also a member of the Advisory Board of the Financial Stability Institute of the Bank for International Settlements.</p><p>Prior to her appointment to the Board, she served as the Kansas state bank commissioner from January 2017 to November 2018, and as vice president of Farmers & Drovers Bank in Kansas from 2010 to 2017. Her past public service includes serving as a deputy assistant secretary and policy adviser to Homeland Security Secretary Tom Ridge, director of Congressional and Intergovernmental Affairs at the Federal Emergency Management Agency, and counsel to the U.S. House Committee on Transportation and Infrastructure and the Committee on Government Reform and Oversight, as well as working for Kansas Senator Bob Dole.</p><p>Following her time in Washington, Bowman led a government and public affairs consultancy in London before returning to Kansas in 2010. She earned a bachelor's degree from the University of Kansas and a JD from the Washburn University School of Law. Bowman is a member of the New York State Bar.</p>

Simona Mocuta
<p>Simona Mocuta is Managing Director and Chief Economist at State Street Investment Management. In this role, Simona helps shape the firm’s views on key global economic developments and trends, produces forecasts and analysis for the G7 economies and key emerging markets, as well as presents these views to internal investment teams, clients, and the media.</p><p>Simona produces thought leadership articles on a wide range of macroeconomic topics and is a regular speaker at financial industry events. She is a past chair of the Economic Advisory Committee of the American Bankers Association and is a member of the Board of Economic Advisors for The Associated Industries of Massachusetts.</p><p>Prior to joining State Street, Simona led the Asia macroeconomic practice at IHS Global Insight, where she oversaw the team's long-term economic forecasts and risk assessments for Asian countries and led the enhancement of the China Regional Economic Service.</p><p>Simona holds a master's degree in international economics from Suffolk University in Boston, Mass., and an undergraduate degree in International Economic Relations from West University of Timisoara, Romania.</p>

Thomas Feltmate
<p>Thomas Feltmate is a Director & Senior Economist with TD Bank Group, where he monitors and provides analysis of Canadian and U.S. macroeconomic trends. Thomas has previously been involved in enterprise-wide risk management activities including the Federal Reserve’s annual stress test and is still involved with the bank's quarterly IFRS9/CECL process. </p><p>Prior to joining TD Economics, Thomas worked in a research division at the Bank of Canada, where he focused on modelling economic and financial risk scenarios to determine potential implications for the global economy. Thomas holds an M.A. in Economics from Queen’s University.</p>
