In the mid-1990s, recognizing automated teller machine access fees as a challenging issue in Massachusetts, Mass Bankers helped to bring about a change in network rules that allowed for selective surcharging and led to the creation of a new NYCE program designed to offer banks and consumers a valuable ATM option.

The SUM Program, introduced in 1998, gives customers of participating banks the ability to avoid ATM surcharges at machines around the country.
